On Tuesday June 30, ICA published Agreement 2 of 2020 in which the Third Party Authorization System (SAT) was created; It establishes a mechanism so that certain services of the entity can be contracted with private companies; in fact it was a proposal that had been talked about since the beginning of 2019.

For this reason, the Comptroller’s Office sent a letter to the manager of the ICA, Deyanira Barrero, in which she communicated that she began a process of surveillance for the development of that agreement.

Additionally, the Comptroller’s Office asked for a detailed explanation of the schedule in which the SAT figure will begin to be used, and even a financial report from 2017 of the entity.

To this is added that according to W Radio reported, the Minister of Agriculture, Rodolfo Zea, clarified to congressmen that this figure of the SAT is not convenient; so that until now the official version of the Minagricultura is pending, more now taking into account that the document published by the ICA, has the signature of Zea.
